CONGRESSIONAL HEARING ON INSTITUTIONALIZED CHILD ABUSE
Committee Examines Child Abuse at Residential Treatment Programs
On October 10, 2007 the House Education and Labor Committee held a hearing on cases of child abuse and neglect at residential treatment programs – including cases that resulted in death. The U.S. Government Accountability Office testified that it had found thousands of allegations of abuse in the programs from 1990 to 2007, the result of poor management, untrained staff, and reckless or negligent practices. The parents of three children who died in residential treatment programs also testified. Chairman Miller said that Congress must act to regulate the industry to prevent further abuses.

A house panel hears allegations of widespread abuse and neglect that has
led to several deaths at facilities for troubled teens.
ABC INVESTIGATIVE REPORTS
"A federal study of "boot camps" and wilderness programs for troubled
children has found evidence of hundreds, if not thousands, of allegations
of death and physical, sexual and emotional abuse."
HOLY THE CHILDREN is a memorial that seeks to honor and remember children who tragically lost their lives while in the custodial care of a private or state-run residential children's program or institution.
Created by Barbe Stamps and online since 1999 there are over 125 children's names currently listed on the memorial wall which also includes informational articles and resources for parents, other family members and friends.
